What Tricare Is (And Is Not)

Tricare is the health care program of the United States Department of Defense Military Health System. It covers more than 9 million active-duty service members, retirees, National Guard and Reserve members, their families, survivors, and certain former spouses worldwide.

Tricare is different from TriWest. Tricare is the actual military health benefit. TriWest is the third-party administrator that manages the VA Community Care Network for veterans receiving care outside the VA system. If your insurance card says “Tricare,” you are on this page. If it says “TriWest” or “VA Community Care,” see our TriWest page.

In California (the Tricare West region), Tricare is administered by Health Net Federal Services.

Tricare Plan Types

Tricare offers several plan types depending on your status and location. Pacific Bay Recovery works with most of them:

  • Tricare Prime — HMO-style plan for active duty and eligible family members. Requires referral from your primary care manager for specialty care including addiction treatment.
  • Tricare Select — PPO-style plan with more provider choice. No referral required for most covered services, including addiction treatment from authorized providers.
  • Tricare for Life — for Medicare-eligible Tricare beneficiaries (typically retirees over 65). Wraps around Medicare.
  • Tricare Reserve Select — premium-based coverage for qualifying National Guard and Reserve members.
  • Tricare Young Adult — coverage for qualifying adult children of Tricare-eligible sponsors.

Verification clarifies your specific plan, network status, authorization requirements, and any out-of-pocket costs.

What Tricare Covers for Addiction Treatment

Tricare covers a full continuum of substance use disorder care when clinically necessary. Covered services typically include:

  • Medical detox (alcohol, opioid, benzodiazepine, polysubstance)
  • Residential / inpatient treatment
  • Partial Hospitalization Program (PHP)
  • Intensive Outpatient Program (IOP)
  • Standard outpatient and continuing care
  • Medication-Assisted Treatment (MAT) for opioid and alcohol use disorders
  • Treatment for co-occurring mental health conditions (PTSD, depression, anxiety)
  • Family therapy when clinically indicated

Authorization rules vary by plan. Tricare Prime almost always requires a referral; Tricare Select usually does not for routine care but may require prior authorization for residential.

How to Use Tricare at Pacific Bay Recovery

The process depends on your specific Tricare plan:

  • For Tricare Prime members: Speak with your Primary Care Manager (PCM) or military treatment facility about needing addiction treatment. They will initiate a referral to Tricare for authorization at an in-network provider.
  • For Tricare Select members: Contact us directly — we can verify in-network status and coordinate any required prior authorization with Health Net Federal Services on your behalf.
  • For all plans: Our admissions team is experienced with Tricare authorizations and can guide you through the referral, authorization, and concurrent review process.

Tricare beneficiaries should not be billed for care that is properly authorized within network. If you receive a bill from us, call admissions — it is almost always a coding or coordination issue we can resolve.

Specialized Care for Service Members and Military Families

Pacific Bay Recovery has clinical experience treating the realities that often drive substance use in the military population: combat trauma, military sexual trauma, chronic pain from service-connected injuries, transition stress, deployment cycles, and the alcohol use patterns common in military culture. We provide trauma-informed, evidence-based care that respects military service and the unique experiences service members and their families bring to recovery.

Tricare Insurance Coverage for Rehab in San Diego FAQs

What is the difference between Tricare and TriWest?

Tricare is the actual military health insurance benefit. TriWest is the contractor that administers the VA Community Care Network for veterans seeking care outside the VA system. Active-duty service members and military families use Tricare; eligible veterans referred from the VA use TriWest. Different programs, often confused.

Do I need a referral to use my Tricare for rehab?

It depends on your plan. Tricare Prime almost always requires a referral from your Primary Care Manager. Tricare Select usually does not require a referral but may require prior authorization for residential care. We help navigate either path.

Is Pacific Bay Recovery in-network with Tricare?

Network status varies by Tricare plan and region. In California (the Tricare West region administered by Health Net Federal Services), we can confirm your specific network status during verification.

Will I have out-of-pocket costs with Tricare?

For most active-duty service members on Tricare Prime, there are no copays for covered, authorized care. Retirees, family members, and other plan types may have copays, deductibles, or catastrophic caps that apply. Verification clarifies what (if anything) you would owe.

Can my dependents use Tricare for addiction treatment?

Yes, eligible family members covered under your Tricare plan can access addiction treatment benefits. The same authorization rules apply based on which Tricare plan your family is enrolled in.
